That is completely easy. You want to know php and mysql to design a search engine. There is a option also. Peoples want to submit their site in your directory. So that give a page for that too. Then create a search engine robot for searching through the given sites. Google bot is the very high quality robot that using in our world wide web. There are steps to make it work which include letting Google index your site and the tools are located at:

Use the webmaster tools section to verify your site by placing a meta tag on it. Once the Google bots crawl your site the search engine will work and pay you for someone using it.
