You don’t create a search engine.
Instead, you give your URL (web site address) and request the search engines to include you in their databases. Here are the site submission pages of the top search engines:

MSN http://search.msn.com/docs/submit.aspx

Just be really careful using yahoos overture site to drive traffic to your website. They haven’t been very good to work with after charging us 1000 dollars for totally irrevelent hits on our website

You technically could create and host a search engine, but that’s really not what you want to do. Established search engines like alta vista, Google, Yahoo, MSN, AOL, etc.
You can submit your site to established search engines for free most of the time, but it takes months and months before your site moves up in the rankings. There are off the shelf products that you can purchase like Traffic Blazer for example that are subsciption based but you are not charged for click throughs. Another website that claims success is RegisterEverwhere.com (this has plans from 80 bucks all the way to 1000 bucks) Buying placement on search eninges will definitely drive traffic to your site, but may not be cost effective if you are just starting up.
