Btw, even Google crawls the Web and does so..  you can crawl all web pages in Internet and build your own search engine.

Moreover, the content Google lists in the search results is not what they they don&#039;t own... and i feel it&#039;s perfectly fine to build your own engine on their resutls. 
Still, i feel go and read Google - Terms and conditions ( http://www.google.co.in/intl/en/privacy_terms.html )
